Cassandra Halls is a professional strategist and expert workforce consultant who specializes in:  organizational culture, project management, workforce recruitment/retention, succession planning, process improvement, research and analysis, and strategic planning.  Halls has significant experience working with government, corporate, education and non-profit sectors.  Halls launched her career in local government, managing two cities in Iowa and serving as City Clerk/CFO for a third.  She has also served in the Vice President role in both nonprofit and corporate operations, driving solutions to the challenges encountered in many work cultures and environments. 

Halls founded 2 THE TOP in 2007, leveraging her significant experience working with government, corporate, education and non-profit sectors driving solutions to the challenges encountered in many work cultures and environments.  Halls’ dynamic skill set is relied upon to serve central Iowa and some of the region’s most complicated projects.
